Description: scripts/build/lb_chroot: Our current live-build version only
 half-transitioned away from the *_local() functions. Put back the call to
 lb chroot_local-packages, so that packages installed into
 chroot/root/packages/ actually get installed. This is fixed properly in
 3.0~a25-1, so this can be dropped again at the next merge.
